Synaptic Package Manager Not Downloading

Open a terminal and enter
sudo apt-get update && sudo apt-get dist-upgrade

Copy/paste any errors you get here.  (Use Ctrl+Shift+C to copy from terminal).

If there are no errors then after it has downloaded and installed any
updates, try to install the package you want by
sudo apt-get install the_package

again post any errors.
