In Gimp.
Menu <Image> <Scale Image>
Set x and y resolution to 72 ppi and scale the dimensions to Width 250
px by what ever height it automatically comes out at.
Save or export(Gimp 2.8) image as imagenameV2s.jpg - where V means Version.
If that is too big - scale the primary image Width to 150px and save as
imagename V3s.jpg
Now you have a relationship between size and dimensions so you can guess
how much ore or less to scale to get the right kb value.
I routinely scale images to between 100 and 150 ppi this way. But you
cannot scale up again because it loses pixels so that's why you keep the
original and first 2 attempts. Delete the 2 attempts if you are certain
you no longer need them.
