the point is that ntpdate serves the purpose well and is exactly
designed for the kind of systems it is installed on, you are aware that
your DHCP server usually refreshes the lease in regular frequescies
which will cause ntpdate to resync ?

the second point is ubuntus security policy of no open ports by default
[1] which rules out packages that run services that open ports to the
outside world in the default desktop install.

if you want an exception to these rules for ntp, shouting at me on a
support list doesnt gain you much...

but you can: 
a) start a discussion on the ubuntu-devel-discuss list to convince the
developer community and/or ... 
b) file a whishlist bug
