Those who made this stupid decision probably assumed that the ubuntu
desktops are only for occasional browsing and email, and so do not need
ntp. It just so happens that their assumption is invalid, no matter how many
of them voted to keep ntp out of the desktop distribution.
Majority opinion is NEVER necessarily RIGHT!!
