Can one have a static IP wired network connection with failover to wireless?

Yes. In the IPv4 settings, both are set to:
Method: Manual
Address
<fixed IP> 2255.255.255.0 <gateway IP>
DNS servers: <your prefered DNS server(s)>
Available to all users - checked
