Is it possible to write a upstart job containing both normal job and instance job?

Hi,
  For example, I have a few virtual machines. When the system started, I'd
like them all to be started. But also I could control them individually. So
I am thinking something like:

# start vm # all would be started
# stop vm NAME=centos # only vm named centos would be stopped

  Although I could use a bunch of jobs like vms.conf, centos.conf. But this
would be a mess to manage and deploy. vms.conf and vm.conf (instances) is
acceptable. But could it be better?
