That is hot. If you have thermal paste on hand you might remove the cooler,
clean off the old paste and apply new paste.

 

Also, what speed is the cooler fan running? You should find a fan that spins
faster. And as was mentioned, make sure the case fans are working, as well
as the PSU fan.
