Software in the Softeare Centre wont change up through major version
numbers during a release generally. Whatever Ubuntu ships with is the
version supported for the life of that release; the only patches
applied are those to fix bugs (including security problems), not
things that introduce new features.

So, generally, your best bet for Libre Office 4 is probably Ubuntu
13.04 in April.
