Try disabling all add-ons (Tools > Add-ons > Extensions) and see if
that fixes it.  If it does then re-enable them until you find the
culprit.

You could also try it when logged in as a different user (create a
test user if necessary, it is useful for this sort of situation).
That will tell you whether it is a user settings issue or a system
wide issue.
