cannot install tzdata-java on 12.04 LTS

One solution is found here:

which is to install

tzdata-java_2012e-0ubuntu0.12.04_all.deb

by hand.  However, that doesn't explain why apt can't resolve this 
error.  Why not?  Should I manually install as this other person did?  If 
I manually install, then apt can't upgrade that package correctly (I 
think) in the future.
