cannot install tzdata-java on 12.04 LTS

I'm trying to install tzdata-java in order to install headless, in order 
to install openjdk 7 jre.  I keep getting different forms of this error:

root at dur:~# 
root at dur:~# apt-get install tzdata-java

DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=12.04
DISTRIB_CODENAME=precise
DISTRIB_DESCRIPTION="Ubuntu 12.04.2 LTS"
root at dur:~# 



I've run autoclean,clean,update and upgrade from apt-get.  Is this 
because I'm on LTS?
