many configuration files that broked my system

Hello,
These 3 days I had many problems.
I had many configuration files that broked my system.
It past 2 years since I've haven't done a clean up.
I think I will make package that removes all config files.
I'm from Romania and if it will be a package of this kind in english I need your help.
I want to make:
a text file with necessary commands that remove the folders in couse -- this file with the permision to run as a program.
a control file
and then with a command to make it .deb package.
If you wanna help please write the folders or files that has to be removed and the commands.
