Trying to install xubuntu 13.04 over ubuntu 12.10

Yes, in addition if you do not select Format for the existing
partition then it will leave the home directory as it is (assuming you
do not have a separate home partition).  If you do select format then
it will completely erase the existing ubuntu.

You also have the alternative of upgrading your existing ubuntu
(online) and then adding the xfce desktop to effectively convert it to
