Xorg/lightDM/Unity does not inherit locale setting

Hi,
  I set locales in /etc/default/locale and /etc/environment. TTY is alright.
  But in GUI desktop, in gnome-terminal, the locales are all POSIX.

  Any idea? It is Precise.
