I really can't help much given how little we know here, but... how
exactly are you checking /var/log if the system doesn't boot?
And even if you CAN access /var/log, you won't see anything anyway,
because your Inspiron is hanging long before the syslog facility has
started and is capable of writing logs to disk.
Try booting, edit the entry for your kernel and remove the "quiet" and
"splash" entries from the kernel line, that may let you at least see
the console messages up to the point where it hangs.
