reporting Bug on 13.04

I am not able to figure out how to report a bug on 13.04.  The system is
not reporting an issue- so I can not generate a bug report with Apport
(sp?).  I have looked around and I can find a list of bugs but not where
you can file one other than where you would when filing for 12.10 and
earlier.

The problem I wish to report is the stripe on the left side where the
launcher resides.  That stripe remains after the launcher autohides.
