Post Install Mini Site?

Hi,

I'd like to put up a mini site with a bunch of links to guides and HOWTOs
to follow after a vanilla Ubuntu 12.04 installation (i.e.: "12 Things to Do
After Installing Ubuntu 12.04").

I noticed there is a web version to to the Software Center (
https://apps.ubuntu.com/cat/) and that some of the guides point there for
installation.

What would be the simplest way to implement a static page with links to the
guides and to specific packages (using the *apt:// *link)?
