That's because the gmone control center doesn't control your video
driver. Same with nVidia, you have to use the nVidia tool for the job.
Again, I forget the name of the driver manager package for Radeon, but
it is in the repos, so search on radeon in synaptic.
Oh hell, I just went and looked it up for you, Catalyst is it. That will
(or should) set up your dual monitors, and gnome will just go along with
that. The package I find is xglrx-amdcccle which installs catalyst. I
think the details of using it are on the Radeon web site. Ric
