It leaves you with a consistent package state, but the upgrade not
necessarily complete.

The next (and hopefully last) step would be

  sudo apt-get dist-upgrade

since do-release-upgrade would just tell you (incorrectly) you're
already running precise -- as far as I remember from my own experience
with failed distribution upgrades.
