Shortcut "Minimize window" works until next reboot only

There is shortcut under All Settings --> Keyboard --> Windows --> 
Minimize window. It don't work
at all even after fresh install. It works only after explicitly refresh 
it by typing Ctrl+Alt+0 into it settings
but it works only until next reboot (may be even next logout).

Is there any fix for this problem?
