tail command failing in ubuntu 12.04 lts

Hi,

   tail command only shows last few lines but not appending on the fly.
   I am trying to do "tail -f /var/log/syslog" . /var/log is mounted on
overlayfs.
   tail works fine on logs in /tmp directory as its mounted on tmpfs. Kindly 
   provide me a workaround or a fix for the same.
