Actually it doesn't require Flash at all - that is why I provided the
URL for you to test. The video in the link I provided uses WebM HTML5.

Type: video/webm
Size: 7,607.06 KB (7,789,628 bytes)
Specified Dimensions:
640px × 360px

When you first go to the page it will tell you that you need Flash
enabled to view... wait a few seconds and the video should begin loading
using WebM HTML5. You can right click on the video to verify that it is
using HTML5 vs Flash. If it doesn't, then you've a problem with your
browser.

Tested (without Flash) with:
Fireox 16.01
SeaMonkey 2.13.1
Opera 12.02

And of course you alread know it's helpful, when asking others for help,
to provide at least a few details, such as browser type/version/, flash
version if it's flash you're asking about, VLC version if... etc., etc.

Given that your Thunderbird client is 12.0.1 vs the current release of
16.0.1 might give a hint that your Firefox (or whatever you tried to
view Flash with) is most likely out of date as well.

With Flash enabled, I see
