update-motd not updating /etc/motd after LTS upgrade

Um, no.  On Ubuntu it's pam_motd that updates and prints the MOTD.

/var/run is a symlink to /run (which is a tmpfs mount) in 12.04.

On my system it's a system to /var/run/motd, which is also fine.
