Need advice on toolset to use for GUI interface

I'm thinking to develop some simple software for abstract strategy games.
I'd like it to be as portable as possible, not tied to Linux let alone KDE
or Gnome.  I could use Java since I'm familiar with it, but would prefer to
write in C or C++.  I'm aiming at desktop systems, but could be coaxed into
mobile devices if it's not too difficult.  The project will be FOSS,
probably under the GPL.

The game boards would not be much more complicated than, say, checkers, but
might use hexes or triangles in the game board.

I'm open to suggestions about any parts of the toolchain.
