That is not mandatory. You can first create a partition in the middle of 
the extended partition which makes it sda5. Then you can create a 
partition at the end of the logical partition which makes it sda6. And 
if you then make a partition at the start of the extended partition it 
will become sda7. Try it in a virtual machine.
