update manager not notifying about lts release

i'm on 10.04 and have my upgrade settings for 'lts releases only' yet i
still haven't been told by update manager that 12.04 is available.....
it works when i run `update-manager -d` but that defeats the whole
purpose of my setting to notify when an lts release is available.  i
also can't be telling all my customers to run `update-manager -d` .......
