stop updating resolv.conf on DHCP

That's what I ended up doing, and I added dns-nameservers 127.0.0.1 (and 
also dns-search foobar) to /etc/network/interfaces. It works.

But it feels contrived. This should be handled entirely in 
/etc/network/interfaces.
