Just to close this off it was not an issue with the ppa at all, but
was due to the fact that I am using squid-deb-proxy. What I had not
realised was that in order to use ppa.launchpad.net I have to add it
to /etc/squid-deb-proxy/mirror-dstdomain.acl on the proxy server. It
seems odd that this is not there by default, and while researching the
problem I found this bug [1] which suggests that it was added some
time ago, but it was not there in my copy.
