Network not coming in normal user

What testing have you done, and what are the results? Also, what are
you expecting to work? Being a laptop, I assume WiFi?
How are you having root connect? Once root has connected, can normal
users make use of the connection?
For example:
* In Network-Manager (the network configuration tool, it's to the
right of the panel at the top of the screen), can you see any WiFi
networks? What happens if you try to connect to them?
* If you open up a terminal and try to ping something:
ping 8.8.8.8
what does it say in response (as a non-root user)?
What's the make and model of the laptop?
