bug report that isn't handled upstream

What happens when I file a bug on Launchpad that, after triage by the
Ubuntu Bug Squad, is:

* confirmed
* not a duplicate
* has enough information
* is triaged as an upstream issue
* is already reported upstream

AND

Upstream does nothing to fix the bug, for whatever reason (lack of time,
abandoned project,...)

In this particular case it's a bug that I reported a couple of minutes ago
on Launchpad but the corresponding upstream bug report dates 2009-01-14
14:24:24 PST.
