trouble with connect to ad-hoc

Hi.

I experience a some trouble with ad-hoc on my Ubuntu laptop (Ubuntu 
12.04 x86_64).
When my smartphone (CyanogenMod 9) trying to connect with network it 
stop on getting IP address. I also trying connect to ad-hoc from another 
laptop with Windows 7 and I'm facing with the same trouble.

The following simple steps how I create ad-hoc on my laptop with Ubuntu 
and trying to connect my smartphone:
1. In the Network-manager I click on Create New Wireless Network
2. Enter the Network Name, choosing Wireless Security WEP 128-bit and 
enter the Key.
3. I turn on wi-fi on my smartphone and trying to connect with created 
ad-hoc, but it stop on getting IP address.

Dnsmasq is running:
