how to stop mysql server of startup programs?

I'm confused as to what you're trying to do here - on system start
MySQL wont be running so cannot stop.
Either way, Ubuntu these days doesn't use the SystemV init, it uses
Upstart which is a mostly-drop-in-replacement for it. If you can be
clearer on exactly what you're after we'll probably be able to tell you
how to do it.
