@OP: assuming that you mean you cannot restart, how are you trying to
achieve that?
What happens when you attempt it?
Which version of Ubuntu are you using (run cat /etc/issue in a
terminal if you do not know)?
If you open a terminal and enter
sudo shutdown -r now
and enter your password, does it restart?
