keyboard works in BIOS & GRUB but not during boot

encryption is not the issue, i use it everywhere and on countless other
boxes.  when you live in a police state where officials violate basic
rights to privacy and unreasonable search & seizure, encryption is the
best defense.  not to mention mitigating the risk of personal data being
stolen by common thieves.

either way, i did reinstall, using the same disk layout with encryption,
and now everything is working fine.  my only guess is that i might have
used a different USB keyboard during the installation last time and that
somehow threw off the installation.
