That's somewhat overkill. It would be like blocking access to an
entire high street shop because you don't like one product in it.
Probably the best way to do what Amrit wants is to create a new
package which conflicts with the one you don't want installed. This is
outlined here:-

This is what the "mono-nono" guys do to prevent installation of mono
based applications.
