shutdown and log out not working Ubuntu 11.10

Do you mean it just powers off, or does it do a normal shutdown?

Check in gconf-editor that you have *not* got
Apps/indicator-session/enable_suppress_logout_restart_shutdown
selected.  If you *have* got it selected then this suppresses the
dialog that allows restart and so on, which may be confusing the
situation, though clearing it it will probably not fix the problem.
