Disabling the shutdown of a Upstarted service

I have a number of systems that spin up, do work, then are destroyed (via Amazon's Auto Scaling).  I'm wanting to disable Upstart shutting down rsyslog so we get every bit of logging before the system is destroyed.  I commented out the stop line in /etc/init/rsyslog.conf but rsyslog is still stopped before my app's shutdown completes (which doesn't use Upstart).

How can I keep Upstart from shutting down rsyslog?
