Mint is maintained by hobbyists, and they do not provide updates for
all the used stuff.

Also, when I test-installed it, command line apt-get dist-upgrade was
showing there were updates, while the graphical update manager shew no
updates.

Mint is coming with GNOME by defaut.

Xubuntu on the other hand is an official Ubuntu distribution, with
XFCE as the default GUI.

One can get the same XFCE GUI in Ubuntu, by installing the
xubuntu-desktop metapackage.

In other words, Xubuntu has no additional packages, but only those
provided in Ubuntu repository.
