Did you check the BIOS whether there are any settings about the fan,
or whether it reports temperatures?

Also, when you boot, keep pressing the Shift key. You will be
presented with the GRUB 2 menu. Remain there and do NOT press Enter.
Tell us if the fan still runs very loud, while you are at the menu.
