11.10 doesn't see my USB printer

Sorry to reply to myself, but here is what I think is a relevant
update: When I give the command lsusb, one of the output lines says:

Bus 001 Device 007: ID 04b8:0803 Seiko Epson Corp. Printer (Composite Device)
I think that proves that my printer really is connected, so my CUPS
must be somehow broken.

Ok, one more thing. When I attempt to use the Add button in the
Printers dialog, the following line is added to
/var/log/cups/error_log:

E [16/Oct/2011:19:14:48 -0400] Returning HTTP Forbidden for
CUPS-Get-Devices (no URI) from localhost
