Clock in menu bar says "Time"

I just upgraded to 11.10 and now what should be a digital clock among
the indicator menus simply displays the word "Time". I tried creating
a brand new user account and it has the same problem. If I click on
the "Time" label and then go into "Time & Date Settings..." or select
System Settings -> Time & Date, I get a dialog that clearly shows the
correct time at the bottom. In that dialog, if I click on "Clock", I
can see that the option "Show a clock in the menu bar" is checked."
How can I go about debugging this problem?
