"Starting File Manger" blinking on and off

I was reading email a moment ago when I noticed this file keep
blinking on and off at the bottom of the screen: "Starting File
Manager"

When I shink my mail everything on the desktop is blinking on and off
about every 1/2 second. I opened system logs and this is
what Im seeing filling up the log at a massive pace:
