Unable to remove a keyboard!

Hello,

I Have Ubuntu 10.04 LTS, and I can not remove the keyboard "French". I want
my keyboard "Belgian" is the *only* and* default*.

When I remove the keyboard and I reboot, the "French" reappears and starts
by default.
