Adobe Flash

I have installed Adobe Flash 10.3 r181 on Ubuntu 10.04 from the tar.gz
package. With this release there is also a control panel for
controlling Flash settings, i have copied the files as followed:
/usr/bin/flash-player-properties
/usr/share/applications/flash-player-properties.desktop
/usr/share/icons/hicolor/16x16/apps/flash-player-properties.png
/usr/share/icons/hicolor/22x22/apps/flash-player-properties.png
/usr/share/icons/hicolor/24x24/apps/flash-player-properties.png
/usr/share/icons/hicolor/32x32/apps/flash-player-properties.png
/usr/share/icons/hicolor/48x48/apps/flash-player-properties.png
After this is navigate to System -> Preferences and i see a new entry
called "Adobe Flash Player" without any icon, if i click on the entry
the Adobe Flash control panel is correctly loaded. If i reboot or log
out of the system, the Adobe Flash control panel entry disappears, but
the flash-player-properties.desktop is still in
/usr/share/applications/.
What could be the problem here?
