"Update Manager" NOT Working On Mission Critical Machine?

Update Manager is just a specialized front-end to apt. It uses the same
method (http by default) to update and synchronize the package lists as
apt-get does and uses the same package metadata storage. Pressing the
"Check" button in Update-Manager and typing "sudo apt-get update" in a
terminal are functionally identical. If apt-get doesn't show any packages
that need updating, neither will Update-Manager.

However, if you wish to force an update to the package lists, then simply
remove them from /var/lib/apt/lists (not the directory, though, and back 
them up first) and then open Update-Manager and click the "Check" button 
to download them again.
