"Update Manager" NOT Working On Mission Critical Machine?

It's normal if the package list was updated previously by apt-get before 
you ran Update-Manager.

Here's output from my system where "apt-get update" was already run from 
an anacron job earlier this morning: 

$ sudo apt-get update
...
