unity: how to always show menus?

I just installed 11.04. The main thing that's driving me nuts about
the new unity interface, is that it hides menus until I mouse over the
panel.

How do I force it to always show menus?

Also... is there some unity control panel somewhere? There don't seem
to be any settings related to any of unity's new UI junk in the system
settings panel.

I also want to disable the new, weird, scrollbars. Anyone know how to
disable those?
