Firstly lets be clear GNOME 3 does not equal GNOME Shell. GNOME Shell
is the next generation user interface shipped with GNOME 3.

Ubuntu 11.04 ships with Unity as a shell on top of GNOME 2. Fall back
(for non-3D capable computers) is GNOME 2 in a 2-panel mode - "GNOME
Classic".
Ubuntu 11.10 is planned to ship with Unity as a shell on top of GNOME
3. Fall back (for non-3d capable computers) is Unity 2D on top of
GNOME 3.

The future of Ubuntu desktop is planned to be Unity 3D and Unity 2D -
or "Unity" :D
GNOME 3 and also GNOME Shell is shipped in the repository for 11.10
onwards. If you would prefer to use GNOME Shell on top of GNOME 3 in
Ubuntu then 11.10 is a good choice. GNOME Shell is not the _default_
but it is _available_.
Plans are subject to change of course, but that's the current plan as
I understand it.
