Why gnome-terminal menu bar is missing?

You aren't running unity or gnome - that's a x-window session, I believe
it's called. Are you using vino, which shares a desktop that's been logged
into on the console, or are you using vncserver (or equal) that provides
access even if no one is logged onto the console?
