It was a comparison between the beta iso with the released iso
(zsync-ed over beta), no updates applied. Once the last Beta is
updated, the installed system is supposed to be equivalent to the
final release with the same update.

It probably went a few days between my last zsync-ed beta from CD
daily (around April 23) and the final release (April 26/27), and yes,
there was a small difference as expected, it was a beta after all,
frozen but not at zero Kelvin. Since the bug was observed while
running the beta OS from the USB stick perhaps the culprit was in this
slight difference.

As stated, it was expected that apt-get update would take care of
this. For some reason it didn't work for me and a fresh install with
the actual release was needed. But as I don't know exactly what
happened and doubt I'll have enough patience to go through the whole
process again, anything that can be said will remain but a conjecture.
Anyway on the next upgrade I'll remember to scrap the test partitions
and install the real thing. It's quick and safe, especially if you
wait a couple of months. :-)
